UN–Ukraine Development Cooperation Framework 2025–2029
The UN–Ukraine Development Cooperation Framework is the central partnership agreement between the Government of Ukraine and the United Nations for 2025–2029. It sets out how the UN will support Ukraine’s recovery and development at a time when the country continues to face the consequences of the full-scale invasion.
It guides how the UN works with national and local authorities, civil society, communities and international partners to improve public services, support recovery efforts and strengthen Ukraine’s long-term resilience.
The Cooperation Framework focuses on four shared pillars of priority: investing in people, enabling an inclusive economic recovery, protecting the environment and natural resources, and strengthening institutions and civic participation. Together, these priorities aim to improve the lives of people across Ukraine, ensure that vulnerable groups are not left behind, and support a fair, green and sustainable recovery.
