A Partnership for Recovery and Development 2025–2029: an overview of the Cooperation Framework
10 December 2025
What is the Cooperation Framework?
The UN–Ukraine Development Cooperation Framework is the central partnership agreement between the Government of Ukraine and the United Nations for 2025–2029. It sets out how the UN will support Ukraine’s recovery and development at a time when the country continues to face the consequences of the full-scale invasion.
It guides how the UN works with national and local authorities, civil society, communities and international partners to improve public services, support recovery efforts and strengthen Ukraine’s long-term resilience. The brochure provides more information on the four main results of the Cooperation Framework and the ways in which the UN will contribute.
