REPORT ON THE HUMAN RIGHTS SITUATION IN UKRAINE: 1 February to 31 July 2023
This thirty-sixth report by the Office of the High Commissioner for Human Rights (OHCHR) on the human rights situation in Ukraine covers the period from 1 February 2023 to 31 July 2023. It is based on the work of the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU).
The ongoing full-scale armed attack by the Russian Federation against Ukraine resulted in severe and widespread harm to civilians throughout the reporting period, including death; life-changing injuries; loss of homes and livelihoods; displacement; infrastructure destruction; deprival of access to basic services; and trauma. Between 1 February and 31 July 2023, OHCHR recorded 4,621 civilian casualties, with 1,028 persons killed and 3,593 injured (1,883 men, 1,294 women, 139 boys, 94 girls, and 1,195 adults and 16 children whose sex is not yet known). Actual casualty numbers are likely higher.
