Enhancing Data for Development: Case Studies from UN Country Teams in Europe and Central Asia

Ukraine continues to face enormous challenges as the war affects people, communities, and critical infrastructure across the country. These conditions make it difficult to collect and manage reliable information. Accurate data, however, remains essential for emergency support.  recovery, planning, and reform.

To support these efforts, the United Nations worked closely with the Government of Ukraine, the State Statistics Service, and local authorities to maintain critical data systems and fill information gaps. By adapting data collection methods to wartime conditions and introducing new digital tools, the UN helped ensure that decision-makers had access to timely and reliable information, ultimately helping people receive the services, assistance, and support they need to rebuild their lives.

Displacement monitoring and population data systems provided up-to-date information on population, internally displaced people (IDPs), helping national and local authorities improve social protection, housing, and recovery planning.

Health information systems and surveys strengthened national reporting on HIV, public health, and healthcare access. Real-time monitoring of health facilities and emergency reporting systems helped authorities respond more effectively in conflict-affected areas.

Vulnerable population assessment, including assessment relevant to children, women, and people with disabilities, was added, for example, to the Multiple Indicator Cluster Survey (MICS), which allowed making the needs of vulnerable people visible and accounted for.  

Geospatial and urban planning tools helped local communities set priorities and improve local recovery planning through stronger mapping systems and better use of spatial data.

Monitoring of cultural heritage sites through satellite imagery enabled authorities to track war-related damage and prioritize protection and recovery efforts.
